Energy—whether drawn from the ground and transported by sea (as is predominantly the case today) or derived from wind, water, sunlight or similarly renewable sources—powers the wheels of commerce, shapes the relations between nations and influences the environment and climate in which we live. At a time of tremendously rapid global economic development, the production, transportation and consumption of energy arguably represent the most important issues impacting policy decisions.

CEMTPP—the Center for Energy, Marine Transportation and Public Policy—is dedicated to helping policymakers, business leaders and the general public manage energy in optimal ways. The mission of CEMTPP is to provide an unparalleled and comprehensive education in International Energy Management and Policy (IEMP) and to contribute to informed policy discussion and decision making through original, insightful research.

Cédric Philibert will present a new IEA study assessing the potential impacts of introducing price floors in a global climate change mitigation architecture on both the global economy and the global climate. It shows how well-conceived price caps and floors can help alleviate concerns about the economy while driving similar climatic outcomes than "straight" quantitative emission limits.

Join the YPE of New York at Columbia University for a discussion led by U.S. Nuclear Regulatory Commissioner, Dr. Peter Lyons. The Commissioner will be introduced by Chris Gadomski, Managing Editor of Nuclear Research at New Energy Finance, who will also present some analysis on the prospects of a nuclear energy renaissance. During his presentation, Commissioner Lyons will address the value of the independent role played by the U.S. Nuclear Regulatory Commission (NRC), NRC's licensing process for new reactors, the current status of new reactor licensing work, and some of the major challenges that he sees for the NRC and the nation in the area of nuclear technologies.

Preventing and Managing Conflict in Energy and Other Natural Resources Investment Relations: Towards an Enhanced Policy and Regulatory Dialogue and more Durable Contractual Relations

At a time when investment relations in the field of energy and other natural resources are marked by increasing levels of tensions, the May 13, 2009 Symposium will be an opportunity simultaneously to:

  • Present some of the essential conclusions of the Yearbook on International Investment Law and Policy (Investment Yearbook), to be released at that time by Oxford University Press

  • Foster a dialogue among policy makers, practitioners and academics on the  present state of investment relations in energy and other natural resources, and on the ways to prevent or, if that is not possible, successfully to manage and resolve conflicts between investors and host countries

  • Provide guidance to the Center for Energy, Marine Transportation and Public Policy and the Vale Columbia Center on Sustainable International Investment on how to continue promoting an action-oriented dialogue through original research, high-level meetings and insightful publications.
